[Tile-serving] [osm2pgsql] Check C++11 attribute support with autoconf (#434)

I'm not sure this is the right way to go about it. It will indirectly solve the issue with gcc 4.7 but the actual problem is that we require minimum versions for gcc and clang. So that's what autoconf should check for.
