[Tile-serving] [mod_tile] plate carree projection issues (#108)

So I am trying to get renderd to render OSM tiles of the world in plate carree but I am not getting the whole world rendered, I am only getting -180 longitude to 0.
For example I am getting half the world on /tiles/0/0/0.png (expected) but /tiles/0/1/0.png goes 404.

However if I revert to commit [01b2c52](https://github.com/openstreetmap/mod_tile/commit/01b2c5242500755001220b4884fb9a7197b5b677) it works as expected.
I suspect maybe the commits [b94be88](https://github.com/openstreetmap/mod_tile/commit/b94be88ebbd5481b74990fa9868f2688ba55a17e) and [0ce9f43](https://github.com/openstreetmap/mod_tile/commit/0ce9f434378172012cd640b16b53384ef0cbcf6c) which added support for OSBG36 broke support for plate carree?
