[Tile-serving] [osm2pgsql] --flat-nodes fails using 64 bit Windows builds (#119)

Maybe some  Policy settings or Anti-Virus ( Anti-Malware ) Software  is blocking  the  "xxxx.bin"  files overwrite.  Can you check the system logs ?
