[Tile-serving] [osm2pgsql] Remove FASTUPDATE hack to handle different PostgreSQL versions (#283)

We do not support versions earlier than 8.4 anymore and have not for some time, so there's no need for the logic to handle old versions which didn't support the FASTUPDATE storage parameter.
