[Tile-serving] [osm2pgsql] Import junction=yes as area (#284)

Currently, junction=* is imported as line.

Please add support for importing junction=yes as area, while other elements with junction=* will still be imported as line.

Maybe this could be done in a lua transformation? gravitystorm/openstreetmap-carto#1271

This is necessary to solve gravitystorm/openstreetmap-carto#1253
