[Tile-serving] [osm2pgsql] Include iostreams (#301)

`std::cerr` is used throughout osm2pgsql, but no where is iostreams included. Another library is bringing it in, but @daniel-j-h at the hack day ran into a situation where it wasn't being included in one of the test files. This is something we should fix throughout, not just the test.
