[Tile-serving] [osm2pgsql] Cannot allocate memory for helper processes (#90)

Even I'm facing the same issue with large planet imports. I've set vm.overcommit_memory=1 and re-run the import process. Will report back with further information.

The command I used: 
```
nohup osm2pgsql -v -s -C 35000 --number-processes=8 -S -d gis -U osmrdsUser  -W planet-latest.osm.pbf
```
Running on an i2.2xlarge (Ubuntu 12.04) with 60GB of RAM.
