[Tile-serving] [osm2pgsql] Wrong polygon generation (overfitting) with closed ways (#304)

I don't believe http://www.openstreetmap.org/relation/319761 is "wrong" it is simply representing two objects with one OSM feature (which is completly ok), osm2pgsql should likely import it twice.
