[Tile-serving] [osm2pgsql] Drop geos 2 support (#250)

Currently we "[support](https://github.com/openstreetmap/osm2pgsql/blob/739d422b003e10c5daf6e4e54a6e92ffa22298e2/geometry-builder.cpp#L62)" geos 2.2.3. This support is not tested by CI, not tested in development, and I have no idea if it actually works. Clearly we do not have the resources set up to maintain 2.2.3 compatibility. Geos 3 was released in 2008

Additionally, old geos versions are known (#206 #241) to be problematic.
