[Tile-serving] [osm2pgsql] osm2pgsql 0.87.0 fails to build on some architectures due to incorrect Boost linking (#231)

No functionality change.

The pending ways list can either be a std::queue or a boost::lockfree::queue. The lockfree queue is faster. #196 is tracking fixing what --without-lockfree works around - if you have thoughts, I'd welcome them!
