[Tile-serving] [osm2pgsql] Tablespace and latlong tests (#371)

* Moves the tablespace tests into their own file. Now everything except for test-output-pgsql-tablespace and regression_test.py can be run without a custom tablespace.

* Adds tests for `--latlong` mode
