[Tile-serving] [osm2pgsql] Improve configure.ac syntax and quoting (#383)

These are some of the changes suggested by autoupdate.

It also suggested changing `AC_GNU_SOURCE` to `AC_USE_SYSTEM_EXTENSIONS`, but as I didn't understand that change I avoided doing it.
