[Tile-serving] [osm2pgsql] error: ‘class OSMPBF::Blob’ has no member named ‘release_raw’ (#392)

The dependency list in libosmium is wrong there. I'm leaning towards ignoring the problem for the moment and simply wait for the next version of libosmium which will no longer have a dependency on google-protobuf.
