[Tile-serving] [osm2pgsql] Regression tests failing (#419)

The duplicate of the relation is added to the job queue at this point: https://github.com/openstreetmap/osm2pgsql/blob/master/output-pgsql.cpp#L345

As far as I can make out the code tries to merge ids coming from middle and the ones in output-pgsql but fails when both pending tracker have the same sequence of nodes. The only fix I see at the moment is to make the popped variable a member of output_pgsql_t.
