[Tile-serving] [osm2pgsql] Reduce memory usage of node cache (#360)

For --cache there are actually three possibility: no cache, fits partly, fits all. I wonder if --cache=0 won't trip the code somewhere.

@pnorman  could you run your planet import again using this code in the meantime.
