[Tile-serving] [osm2pgsql] Reduce memory usage of node cache (#360)

The error was caused by an integer overflow due to missing conversions from 32 to 64 bit. This is fixed now.

Planet import manages to get past the initial import but in the processing phase it needs a impressive 44GB of RAM (with a total of 25GB of swap being used). So this is far away from fixing anything in #351.
