[Tile-serving] [osm2pgsql] Storage tests expansion (#363)

Based on https://github.com/openstreetmap/osm2pgsql/pull/360#issuecomment-116149307, but directly using the middle.

It does not check

* slim with zero cache
* slim with flat nodes
* out of order nodes
* negative IDs
* error conditions

This should probably be merged before #360
