[Tile-serving] [osm2pgsql] Add an option to specify the target schema for import (#279)

Should we move to the modern system of types? Knowing the schema that "planet_osm_point" refers to is hard - you can't assume it's public, as it defaults to whatever the user's search_path is, which may not be public.
