[Tile-serving] [osm2pgsql] Wrong polygon generation (overfitting) with closed ways (#304)

The relation should go in planet_osm_polygon, that is correct. What is not correct is that the enclosing ways are deleted. They should remain ways of their own because they are not polygon features. This is a case of wrong old-style multipolygon handling.
