[Tile-serving] [osm2pgsql] osm2pgsql 0.87.0 fails to build on some architectures due to incorrect Boost linking (#231)

It tells you something of autoconf when we consider a code change instead of linking to a library whenever the lockfree implementation is used...

But I'd be okay with that. We might have to think about test coverage, but we need to look at this anyways for C++11
