[Tile-serving] [osm2pgsql] add linking against boost atomic library (#355)

Fixes #231.

Also fail if any of the mandatory boost libraries is missing, fixes #256.

The m4 script for boost-atomic is just a search-and-replace version of the script for boost-system. Currently tested against Debian only. Tests on other platforms/distributions would be welcome. @sebastic I've successfully compiled on ARM now, could you confirm that it builds cleanly on all architectures with this change?
