[Tile-serving] [osm2pgsql] Use the polygon flag from the tagtransforms to change multi-backend (#471)

I see 2 failing tests as a result of merging this: test-output-multi-line and test-output-multi-line-storage. The latter now doesn't have any output into the database, so I'm not sure if it is even worth keeping if the output is correct.
