[Tile-serving] [osm2pgsql] Replace pthread and boost::thread with std::async (#498)

I've merged _configthreadlocal change and AppVeyor is still happy. From my side this PR is good to merge now.

Huge thanks to @alex85k for patiently debugging the problem and finding the nice 1-line solution.
