[Tile-serving] [osm2pgsql] Out of Memory for Sparse Node Cache Error (#508)

Looks like an overcommit issue. On linux you'd do `do sysctl -w vm.overcommit_memory=1` but I'm not sure what the windows equivalent is.

Can you try adding the --cache-strategy dense` flag and using `--cache 10000`? This should confirm what the problem is.
