How often do you need to update? Do you need minutely/hourly updates, or

Test with a small extract.

A 4GB VM is not a suitable database server for holding the planet. Even 
after importing, rendering will be horribly slow.

What is your osm2pgsql command line, and how does it differ from what 
osm2pgsql -h suggests?
