[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Next version is ready. Git is not needed for building, fixed code style, install man and styles, build with -Werror by cmake with system Osmium libs, min boost=1.50 with date_time and chrono on Windows only. Did not remove autotools and edit readme for now..
