[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Here it is. PostgreSQL search is fixed by fake PostgreSQL_TYPE_INCLUDE_DIR variable - it is not needed :)
Additional prexes for RPMs from http://yum.postgresql.org/ inserted.

By the way, most Linux compatibility changes in my script were initiated by @DerDakon in his PR. Maybe he could help with support here too.
