[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Postgresql client is required, but pg_types.h is not needed. Standard check fails if it can not find it (no such file on travis without additional packages). On other system PostgreSQL_TYPE_INCLUDE_DIR is also not needed, so it should be no problem defining it.
