[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

It doesn't make much sense to hardcode compiler specific flags in a CMakeLists.txt as it can easily break the build if a different compiler is used, so I would vote to put in the test configuration files.
