[Tile-serving] [osm2pgsql] proj projection library not found by configure (#463)

I've tried running configure, with and without the --with-proj=/path/to/proj flag and in neither case does it find the pros projection library.

System is Mac OS X El Capitan.

I've tried installing proj from macPort as well as directly installing from the github master.
