[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

I have introduced test label and allowed 6 simple ones run on Travis+Appveyor.
```
  ctest -VV -L NoDB
```
(NoDB is a label for non-db-connecting-tests).
3 questions:
  - Was srcdir environment variable I deleted from xml2 test really needed?
  - Does test-output-pgsql require 20 Gb flat-nodes file or not?
  - Why 3 simple tests get segfault on CLang?  :)
