[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Considerin failing tests: I had similar problems on Appveyor when some of the dlls were not in the path. Exactly with test-options-parse . Could the complex gcc-built library conflict with clang-based executable? (on Windows it usually does)
