[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

Added final TESTS_VALGRIND option to enable memory checking in tests if needed.
Temporary enabled it for failing clang. It seems that boost runtime on Travis  is not quite clang-compatible. Most likely will just disable the tests for that platform in travis.yml.
