[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

For future experiments: the valgrind stuff can easily be achieved with just CMake itself: add "include(CTest)" in line 238 of CMakeLists.txt and then "make ExperimentalMemCheck" after "make test".
