[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

.gitignore needs updating to remove the autotools files. Aside from that, the travis stuff, and other comments, it looks okay, but I want to put out a call for wider testing on a different variety of distributions.
