[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

I am not sure too, Maybe for people unfamiliar with cmake? I just used it to fasten the build process on VMs (no need to do mkdir etc.). Different options can be placed in comments there too. But it can be removed.

Yes, the latest variant from git: https://github.com/Kitware/CMake/blob/master/Modules/FindLua.cmake
. One line is patched to work outside system modules dir, @DerDakon is the script real author :)
