[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

The first question about the NetBSD problem is: which compiler did CMake find? It will print it at the first lines of it's output, giving the version number. Every compiler should know about it's internal include dir, so I suspect it is something like the wrong (global?) STL is used. Do you have multiple libstdc++.so libraries on your system?
