[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

I did not find CMAKE_PREFIX_PATH for over a year with all that "logical" help pages :)
Maybe we should create wiki page for that building & testing advices? Then we can remove "fresh postgresql" and "custom libraries" sections from readme without danger of having tens tickets like https://github.com/Project-OSRM/osrm-backend/issues?q=is%3Aissue+cmake+is%3Aclosed  :)
