[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

If ``BUILD_TESTS=OFF``,  then ``make`` builds only main executable, while ``make check`` builds and runs tests.``make test`` works as usual and can not be modified.

No, with `cmake .. -DBUILD_TESTS=OFF` when I try `make check` I get "*** No rule to make target 'check'.  Stop."
