[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

@pnorman: Does ``make check`` work now. I am enabling BUILD_TESTS by default as there are no extra dependencies and tests are rather fast to build. Let me know if it should be reverted :)
