[Tile-serving] [osm2pgsql] Add cmake build scripts and appveyor.yml (#460)

I'd prefer `BUILD_TESTS` off by default, but asking @lonvia.

With `BUILD_TESTS=OFF` I'm having trouble telling it to build the tests without telling it to also run them.

I think this is ready, though I'm sure there will be follow-up PRs
