[Tile-serving] [osm2pgsql] Ignore osm2pgsql binary (#475)

If autotools is removed now, we can do it. The simplest solution is just to pass full path to osm2pgsql.exe to script as an argument. If it is not present, exe from current dir will be used.
The problem is that .exe is sometimes generated in different folders (Debug etc.) and we must ask CMake about it.
