[Tile-serving] [mod_tile] Add support for retina tiles (#110)

Vector tiles would be interesting. They're resolution independent (ie. Future proof), will likely offer bandwidth savings over png tiles, and will allow the client to not only show/hide elements on demand, but control every aspect of styling with CSS.
