[Tile-serving] [osm2pgsql] Don't let invalid geometries into the database (#428)

With canada-150921.osm.pbf this branch reduces the polygon row count from 5321757 to 5321736, by 21.

Run time increased from 2281s to 2425s, by 144s or 6%. This is with non-slim, so is consistent with the earlier numbers for just the new validity checks
