[Tile-serving] [osm2pgsql] Import failing whilst processing relations (#329)

This might be totally harmless and only happening once the user Ctrl + C-s the running osm2pgsql process. I could reproduce it by Ctrl + C-ing the processing part and my previous one might have been linked to an earlier aborting.
