[Tile-serving] [osm2pgsql] Missing JSON file for tests (#540)

ERROR: Unable to parse multi config file `tests/test_output_multi_line_trivial.style.json': tests/test_output_multi_line_trivial.style.json: cannot open file
```

It's looking for the file in the build directory, while it only exists in the source directory.
