I realized I was mistaken, as it still has a render time of 450ms. But 
it's still a Mapnik bottleneck by the looks of it.

500ms is not slow for a normal metatile rendering, but is slower than 
I'd expect for a metatile with a style which doesn't display any data, 
only a background.
