[Tile-serving] [openstreetmap/mod_tile] renderd ignore --prefix for config file (#131)

when compiled with ``./configure --prefix=/usr/local`` renderd gives the error
```
renderd
iniparser: cannot open /etc/renderd.conf
```
It has correctly installed the config to /usr/local/etc/renderd.conf
