[Tile-serving] [openstreetmap/osm2pgsql] way tags not making it into multipolygon because relation has tags (#588)

Reading http://wiki.openstreetmap.org/wiki/Relation:multipolygon#Detailed_tagging just now, I realize that osm2pgsql is strictly following:

- There is more than one outer way:
   **The relation has tags**
         Use the relation tagging. Ignore anything on the ways.

I find this a bit absurd, as Merton College seems to me to be 'well tagged'. The idea that someone  enthusiastically adding a few extra helpful tags to the relation can result in a loss of important info seems incorrect!

I'll also take it up on the talk page on the wiki.
