[Tile-serving] [openstreetmap/osm2pgsql] way tags not making it into multipolygon because relation has tags (#588)

Ok so there are 2 ways for Merton College because they are split by a road:
http://www.openstreetmap.org/way/145078273
http://www.openstreetmap.org/way/113970233

There is a multipolygon relation 'unifying' them:
http://www.openstreetmap.org/relation/4007477

Around the corner, there are also 2 ways for Oriel College split by a road:
http://www.openstreetmap.org/way/113604822
http://www.openstreetmap.org/way/23694356

The 2 ways for Oriel College don't happen to have a relation 'unifying' them.

Both ways for Oriel college make it into planet_osm_polygon (a run of osm2pgsql with default.style and 'slim' option).  This is not the case for Merton College. This is what I meant by "If the relation didn't exist, both ways would be added to the polygon table"
